In 2011, Stanislav Surovtsev got his Bachelor’s degree with honors from the MGIMO School of International Law with German and English being his foreign languages. Majoring in European Law, he wrote a thesis on Mergers in European and Russian Law. He was awarded a scholarship from the International Chodiev Foundation for his excellent academic achievements and role in developing the students’ movement.
In 2009, he studied at the Law School of Humboldt University in Berlin, Germany, while being an intern at the Russian Embassy. In 2012, he had an internship at the International Relations Department of the Executive Office of the Federation Council and Freshfields Bruckhaus Deringer, an international law firm.
In 2013, Mr. Surovtsev received his Master’s degree at MGIMO, majoring in Private International and Civil Law.
In 2014, he completed a postgraduate course on Pedagogy in Modern Education Institution at the International Institute of Economics and Law under the Inter-Parliamentary Assembly of the Eurasian Economic Union. In 2015, he went through a training course on Implementation of Constitutional and International Human Rights Guarantees in Russian Law and Legal Precedents at MGIMO-University. In 2018, Mr. Surovtsev had another training course on GR and Lobbying in Business and Non-Profit Institutions at MGIMO-University.
In 2018, he defended his Ph.D. (Candidate of Legal Sciences) thesis (12.00.02 Constitutional law, constitutional legal process, municipal law) on Constitutional and Legal Basis for Lobbying in US, EU and Russian Law. The materials of the thesis and its main conclusions were used during expert and scholarly discussions within the framework of specialized panels of the Saint-Petersburg International Economic Forum and the Russian Investment Forum.
Social Activities
Since 2018, Mr. Surovtsev has been the executive secretary of the State Duma Expert Council at the Committee on Physical Culture, Sport, Tourism, Youth Affairs and Cybersport.
Since 2018, he has been a member of the State Duma Expert Council at the Committee on Education and Science.
Since 2008, he has been the President of the Board of the MGIMO Student Union Regional Social Organization and implemented several important social projects.
In 2012, Mr. Surovtsev was elected a member of the Youth Public Chamber of Russia.
Since 2012, he has been an assistant to the Member of the Federal Council of the Russian State Duma.

- Russian Federation Presidential Certificate of Honor for the contribution to the preparation and holding of the 19th World Festival of Youth and Students in 2017;
- Letter of Appreciation from the Head of the Presidential Administration Sergey Ivanov for active participation in preparation and holding of the events devoted to the 70th anniversary of Victory in the Great Patriotic War of 1941–1945;
- Letter of Appreciation from the Head of the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad and International Humanitarian Cooperation Eleonora Mitrofanova for the perfect organization, preparation and holding of the 19th World Festival of Youth and Students;
- Letter of Appreciation from the First Deputy Chief of Staff of the Presidential Administration of Russia Sergey Kiriyenko for the contribution to the preparation and holding of the 19th World Festival of Youth and Students;
- Letter of Appreciation from the Deputy Minister of Education and Science of Russia Veniamin Kaganov for a significant contribution to the implementation of Sochi–2014 volunteers programme and development of volunteer movement in the Russian Federation;
- Letter of Appreciation from the President of the Social and Cultural Initiative Foundation Svetlana Medvedeva for active participation in preparation and holding of the all-Russia initiative «Stop HIV/AIDS in 2016».
