The 5th Meeting of the Network of ASEAN-Russia Think Tanks

On October 9-10, 2023, MGIMO hosted the 5th Meeting of the Network of ASEAN-Russia Think Tanks (NARTT). The event was dedicated to the 5th anniversary of the ASEAN-Russia Strategic Partnership.

From MGIMO side the NARTT Meeting was attended by Dr. Andrey Baykov, Vice-Rector for Science and Research, Dr. Ekaterina Koldunova, Director of the ASEAN Centre, Dr. Valeria Vershinina, Deputy Director of the Centre, Dr. Igbal Adil ogly Guliev, Deputy Director of the International Institute of Energy Policy and Diplomacy, and Dr. Nikita Kuklin, Ms. Kira Tabunova, Ms. Olesya Pokusaeva, ASEAN Centre's Experts.

The Russian side was represented by H.E. Mr. Evgeny Zagaynov, Ambassador of the Russian Federation to ASEAN, Dr. Alexander Ivanov, Ambassador Extraordinary and Plenipotentiary of Russia, and Mr. Daniar Akkaziev, Executive Director of the Russia-ASEAN Business Council. This year, the meeting program included a discussion of four areas of cooperation between Russia and ASEAN, i.e. regional political and security situation, assessment of regional economic development, ASEAN-Russia city-to-city cooperation, and energy development strategies. The forth session on the energy strategies of ASEAN and Russia was co-organized by the ASEAN Centre and the Russian Energy Agency, a think tank of the Ministry of Energy of the Russian Federation.

This year, the NARTT Meeting took place offline for the first time since anti-COVID restrictions. This allowed MGIMO to host a representative delegation of participants from ASEAN leading think tanks and research institutes.

H.E. Mr. Evgeny Zagaynov, Ambassador of the Russian Federation to ASEAN, H.E. Dr. Mai Sayavongs, Director General of the Institute of Foreign Affairs, MFA of the Lao PDR, and Dr. Andrey Baykov, MGIMO Vice-Rector for Science and Research welcomed the NARTT participants. In his welcoming remarks H.E. Mr. Evgeny Zagaynov expressed his hope that this event will facilitate ASEAN-Russia relations and will serve as a platform for delivering effective practical ideas from both sides. H.E. Dr. Mai Sayavongs congratulated the audience on such a significant date – the 5th anniversary of ASEAN-Russia Strategic Partnership – and emphasized that at the current stage ASEAN-Russia cooperation presents an example of a coordinated response to new challenges and threats and a force for supporting the ASEAN Centrality.

Dr. Andrey Baykov noted that during the last five years MGIMO has served as a NARTT national coordinator for Russia and stands ready to promote and improve this significant consultation mechanism further.

As a result of the discussion the participants expressed their interest in continuing the dialogue and provided a number of suggestions to develop ASEAN-Russia Strategic Partnership, that will be submitted to the Russia and ASEAN Senior Officials. The coordinator of the next meeting will be the Institute of Foreign Affairs, the MFA of the Lao PDR.

ASEAN Centre
