
Born in Moscow in 1973 in the family of an Army officer.
Graduated with Honour from the faculty of International Economic Relations of the Moscow State Institute of International Relations in 1995. Holds PhD in International Economics (MGIMO) since 1998 (research supervisor — Honoured Scientist of the Russian Federation, professor, Dr. N.N.Liventsev).
From 1994 to 2010 he made his career in international banking from a trainee at Neftechimbank to the CEO of a municipal Odinbank. Followed training at Chase Manhattan Bank in NY in 1999, worked in project finance for Credit Agricole Indosuez in Paris in 2001.
Dr. Kamolov worked over 10 years as executive public servant in Russia managing investors relations, finance and auditing :
- 2003–2009 — first vice mayor of the Odintsovo municipality,
- 2011–2013 — first vice minister of ITC of the Moscow Region,
- 2013–2014 — first vice prime minister of Penza Region,
- 2014–2015 — head of inspectorate for Industry, Space and IT of the Accounts Chamber of the Russian Federation.
Associate Professor in Economics and Finance since 2010.
From 2012 lectures at Faculty of Public Administration of MGIMO University the following courses:
- Theory of Management,
- Strategic Management,
- Conflictology in Management,
- Innovations Management and IT in Public Management.
Since 2016 he is a scientific head of the masters programmes of the Faculty.
Member of the Network of Institutes and Schools of Public Administration in Central and Eastern Europe
Member of the Working Group for the launch and implementation of the «Smart City» project under the Ministry of Construction Industry, Housing and Utilities Sector of the Russian Federation.
Adjunct Professor of the Yonsei University (Seoul, Korea).
Member of the editorial board of the periodical “The World Economics”.
Fluent in English and French.
