PACE Vice-Presidents Lecture at MGIMO

October 21st, the Deputy Chairmen of the Parliamentary Assembly of the Council of Europe Kimmo Kiljunen and Petr Tolstoi gave a talk at MGIMO as part of a Council of Europe course created for Russian civil servants.

The speech was devoted to the role played by parliaments in the implementation of the European Convention for the Protection of Human Rights and Fundamental Freedoms. K.Kiljunen and P.Tolstoi described to the audience the challenges associated with COVID-19 and the measures that governments have taken to respond to the pandemic.

October 19th, the Secretary General of the Council of Europe M.Peycinovic-Buric launched the Council of Europe's advanced training courses on international human rights at MGIMO. The University’s 2020 course program offers an overview of a wide range of European legal issues and the latest developments in the work of the European Court of Human Rights, the Council of Europe's response to the COVID-19 crisis, the legal regulation of artificial intelligence, problems related to bioethics, the environment, human rights in sports, and distance education for legal professionals (HELP Program).

Similar courses have been held at MGIMO over the past twelve years and have for goal to initiate a direct dialogue and exchanges between civil servants from over 30 regional ministries, departments and courts and their counterparts from the Council of Europe, including the European Court of Human Rights.
