Second International Forum on «Development of Parliamentarism»

July 1st-3rd, the Second International Forum on the Development of Parliamentarism, organized at the State Duma’s initiative, unfolded in Moscow. 800 parliamentarians and experts from 132 countries gathered for the event.

MGIMO Rector Anatoly Torkunov together with the Chairman of the Maastricht School of Management, President of the Council of Europe Parliamentary Assembly from 2005 to 2008, Rene van der Linden moderated a session on «International Security: Dialogue of Legislators for Peace and Stability». The main speaker of the session was the Acting Executive Secretary of the CSTO Parliamentary Assembly Sergei Pospelov.

«International security is not just about disarmament and the non-proliferation of weapons, but also about solving environmental problems, such as access to drinking water, demographical and migration challenges. This is a broad subject matter, which relates to all aspects of human life. National parliamentary structures and diplomacy have a huge impact on international security issues» noted Anatoly Torkunov. The Rector also remarked that inter-parliamentary diplomacy is in charge not only of ensuring the implementation of the agreements made by heads of state and government, but also of working towards a harmonization of the law and putting into effect the decisions made by inter-parliamentary structures.

Among the participants of the session on international security were the OSCE Special Representative of the Chairperson in Office on Youth and Security Riccardo Pozzi, the President of the National Assembly of the Republic of Congo Isidore Mvouba, the Chairman of the National Assembly of the Gabonese Republic Faustin Boucoubi, the President of the Central American Parliament Irma Amaya Echeverria and the Emeritus President of the OSCE Parliamentary Assembly, Chairman of the Finnish Parliament’s Defense Committee Ilkka Kanerva.
