School of Public Administration

School of Public Administration is a fast developing academic and research unit in MGIMO. Currently it is headed by Henry Sardaryan.

The School academic courses comply with international standards and are based on the best national and international practices in higher education. Expertise in legal and business English allows our students to cope with a number of challenging disciplines taught in English: “International Tax Law and Planning”, “Protection of Intellectual Property Rights in International Transactions”, “Contract Formation under Common Law”, “Legal Support of Public and Municipal Administration”, “Innovative Management”, and many others. The School alumni are engaged in public and municipal administration at federal and local levels, public policy, corporate governance of multinationals and major Russian corporations, domestic and international law firms, etc.

The School offers a number of Bachelor’s degrees in Law (“Public Law Examination”; “Civil Law Examination”) and Public and Municipal Administration (“Federal and Regional Administration”; “Management of Federal and Regional Property”).

For postgraduate students the Department offers a choice of three degrees.

The two-year Double Master’s Degree in “International Public and Business Administration” (MGIMO University and Macerata University (Italy) is designed to meet the needs of rising leaders in public and private sector professions. The programme provides on-campus training in political science, international trade and economics, as well as management, public administration and government relations.

Approximately twenty students can enroll in the programme. Students spend their 1st year at Macerata University, Italy, with three months out of nine provided for internship at one of Marche region’s leading corporations. After that students spend their 2nd year at MGIMO where they are first taught the core courses of public and municipal administration followed by an internship at Russia’s leading public and private sector agencies.

Students enjoy a possibility to study at one of the world’s oldest universities in Italy, an innovative curriculum, lectures of leading professionals in public and private sector and develop their career-building skills in all areas of public affairs.

The Master’s programmes in Public and Municipal Administration are suited for educating and training the brand new generation of public servants. The core course of study combines comprehensive knowledge in theoretical basics for public and municipal administration and practice-oriented approach to efficient administration within the government and its agencies, departments and political subdivisions. A key advantage of the programmes is the students’ high expertise in foreign languages since currently most governmental institutions in Russia suffer from a lack of staff with fluency in foreign languages. Our alumni range from top governmental officials heading regions and constituent entities of the Russian Federation to chief executive officers of multinationals and major Russian corporations.

The Master’s Degree in “Corporate Law and Legal Support of International Transactions” emphasizes cooperation with leading international and local law firms such as Clifford Chance, Liniya Prava, White&Case, KIAP, BakerBotts, Dentons, etc. Fluency in legal English allows our students to cope with a number of disciplines taught in English: “International Tax Law and Planning”, “Protection of Intellectual Property Rights in International Transactions”, “Contract Formation under Common Law” and some others.
