The International Institute of Energy Policy and Diplomacy (IIEDP) was created as part of the MGIMO University in February 2000, under the aegis of the Cooperation agreement between MGIMO and the International Oil and Gas Sector Academy. The institute unified two of the most vital issues of the 21st century – diplomacy and energy. The institute was the first in Russia to organize multi-level study programs in energy policy and geopolitics. It was the first Russian institute training internationally focused experts for the oil and gas sector. 
 
IIEPD administers three international MA programs. A Russian-Italian Master program run together with Bocconi University offers a double degree in Economics (Economics of the Oil and Gas Sector and Energy Policy Issues). Graduates of the Russian-Norwegian Master program receive a double degree diploma in Management (International Business in Oil and Gas Sector) from IIEPD and the Budo University High School of Business. Students in the Russian-German Master program organized in cooperation with the University of Leipzig complete their studies for a double degree in Economics (World Energy Economics and Business Administration).
